Delete one of the form's merchant's locations

Form-scoped equivalent of DELETE /v1/merchants/:merchantId/locations/:locationId. Removes the location and de-indexes it from the merchant's locations array; 204 with an empty body on success. The merchant's current primary location cannot be deleted — that returns 409; reassign or clear it via PUT /v1/forms/:formId/primary-location first.
