Override Merchant Dynamic Descriptor

Platforms now have the option to override if merchant descriptor sent to a connection.
With this release, you have the flexibility to disable sending the merchant dynamic descriptor, even if it was included in the transaction API request. When disabled, Preczn will not send the merchant dynamic descriptor to a connection even if included in transaction request.

Since plan routing rules dictate where transactions will route, this functionality allows for merchant dynamic descriptor to be sent with every transaction API request, but disabled on certain merchant connections.
